By default, the Galaxy S9 and S9+ only have 15 media volume steps — in other words, there are only 15 increments between silent and full volume. That's usually fine if you're using your phone's speakers, but if you're wearing headphones, more fine-tuned controls would be helpful.
In stock Android Oreo and below, the volume rockers change ringer volume by default unless audio is currently playing. In order to adjust media volume when media isn't playing, you have to tap the down arrow next to the ringer volume slider that appears at the top of the screen to see the option.
