Perry Watkins' clownish mini car, "The Wind Up", is officially the world's smallest street legal vehicle, standing at 41 inches high, 51 inches long and 26 inches wide. Shinya Kimura is an artist. And his art is the motorcycle. Though a legend in Japan for some time now, the motorcycle engineer first came into the American public eye as a contestant on Biker Build-Off, a Discovery Channel channel show featuring custom bike builders.
